We are excited to provide you an update on several events and activities that the FBI Dallas Citizen’s Academy Alumni Association is working on and planning to add for the upcoming year.
First, our next quarterly meeting is tentatively scheduled for Thursday, April 4, 2019. We’ll have details about that out soon but wanted you to be sure to save the date.
We recently sent you information about a volunteer opportunity with the Irving Police Department and we’ll send more when we believe they are relevant to the organization. We’ve started planning the Active Aggressor program for later this year and are working on an educational initiative focused on Human Trafficking.
We also have a scholarship program that we’ll be rolling out in the 2nd quarter and hope that you will share with your kids and any kids you know who are interested in a career in law enforcement. We need 2-3 volunteers to help with reviewing the applications too. If you’re interested, please email David at scholarship@fbidallascaaa.org.
Finally, we wanted to let you know that we have updated our bylaws and they’ve been approved by FBI National Citizens Academy Alumni Association and the FBI Dallas Field Office. We’ll make them available on the member website soon. We have a new Memorandum of Agreement (MOA) with FBI Dallas and have restructured your board of directors. In light of that we’re going to take the last portion of this message to list and introduce the board members as well as Hyattye 0. Simmons, who we’ve asked to serve the board as advisor and legal counsel. Hyattye was in the Class of 2014.

In addition to being the President of the Dallas FBI Citizens Academy Alumni Association, Gina is the Chief Financial Officer of Cyber Defense Labs, LLC, with over 20 years of professional experience in accounting, financial, operational, fraud and IT audits, Sarbanes-Oxley compliance, project management, and process improvement. Gina has worked at industry leading audit service providers and was head of Internal Audit at a highly regulated and complex private healthcare performance improvement company. She began her career as an accountant at a large public retail company. Gina serves as an adviser to the board of the North Texas InfraGard Members Alliance and as the coordinator for the national InfraGard South Central Region. Gina is also a participant in many other organizations, including the Financial Executives International, the Institute of Internal Auditors and the Information Systems Audit & Control Association. Gina earned her Bachelor of Business Administration in Accounting from the University of Texas at Arlington and is a Certified Public Accountant.
Debbie A. Young, Treasurer, Class of 2004 - Arizona
Debbie has over 25 years’ experience in Corporate Leadership in Technology, Business Operations, Project Management, Marketing Operations, Compliance, Mainframe, Server Optimization, Script Driven processes, Infrastructure, P&L, Product Launch, Risk Based Lending, Underwriting, SDLC, Issue resolution, Executive Reporting, Change Management, Release Management, Desktop Application Optimization, offshore/outsourced Compliance SAR, KYC, SOX, BSA, Vulnerability Threat Assessments, SharePoint design and reporting, and Disaster Recovery. Debbie began her formal career with the United States Department of Justice in Washington DC., where she worked in the Executive Office of the U.S. Attorney managing the transition of manual court transcripts/proceedings to a digital format for several years while attending Howard University.
H.Suzanne Kelley, Secretary, Class of 2017
While Suzanne has been a special education teacher for over 15 years in the areas of job coaching, history, science, and mathematics, she enjoyed a business career in such fields of insurance, marketing, public relations, and commercial real estate prior to teaching. Suzanne earned her Bachelor of Business Administration in Management from the University of Texas at Arlington. Growing up with family in law enforcement, Suzanne is an ardent supporter. She has been involved with Texas DPS Region 1 even as Ms. Claus for Jonathan’s Place, Dallas County DA’s Community Advisory Board, North Texas Crime Prevention, National CPAAA, and many more community boards and commissions.
Michael Gallops, Communications Chair, Class of 2013
Michael Gallops is an Air Force veteran, has served as a Firefighter and Software Engineering Strategist and is currently the President/CEO of the Rowlett Chamber of Commerce. Michael served two terms on the Rowlett City Council, is an active member of the Community Emergency Response Team (CERT) and Fire Corps programs and is on the Board of Directors. Regionally, Michael has served on the Emergency Preparedness Planning Council and as a member of the Legislative Coalition of the North Texas Crime Commission. He is a graduate of Leadership Rowlett, Leadership North Texas, the Rowlett Citizen’s Fire Academy and the Rowlett Citizen’s Police Academy. Michael is married to Jill Gallops and together they have ten children (seven girls and three boys). Michael and Jill have a deep personal commitment to working with and promoting the non-profit organizations that serve Rowlett, especially those that focus on helping children and families. They have fostered and adopted several children. Michael is also on the Advisory Board of two local non-profits: Life Message, a hunger relief organization and Men & Ladies of Honor, a character education program for boys and girls in middle and high school.
David Brightly, Membership Chair, Class of 2016
David graduated from FBICAA graduate in the class of 2016. He is the Director of Environment, Health, Safety & Compliance for ADT Security Services, has a Masters of Science in Environmental Science from the University of Alabama and a BA in Organizational Psychology from San Jose State University. David lives in Flower Mound, TX with his wife of 25 years and has 3 daughters.
David Gilster, Director, Class of 2015
David is a Collaborative and strategic senior security leader with extensive experience in military security operations, law enforcement, and venue/event security. Passionate about establishing strong frameworks that enable effective emergency and crisis response. Leads by example and strives to maintain an inviting environment through standard security practices, exceptional customer service, ongoing training, and constant vigilance. David is also an Air Force veteran. David serves on the board as the Chair of the Scholarship Committee.
Rod Fulenwider, Director, Class of 2009
Rod is currently the Executive Director for D & L Protective Services. Prior to D & L he was the Managing Director for Pinkerton Consulting and Investigations. He has served in executive loss prevention and security positions with companies such as Blockbuster Entertainment and Loomis Fargo. Rod also served as Manager of Corporate Security for Exel Logistics and in management positions with Sears and Neiman Marcus. He served seven years in the United States Navy and also worked as an adult probation officer for the State of Texas. Rod has a bachelor’s degree in criminal science and has completed graduate work in criminal psychology. He has published articles in several professional periodicals. Additionally, he has written a book entitled A Manager’s Guide to Workplace Violence. His specialties include workplace safety, workplace training/program development, internal theft, investigations, active aggressor, workplace violence and program development. Rod has been a guest speaker on subjects such as active shooter, security for houses of worship, internal theft, armed robbery, executive protection, workplace violence and other topics. He is a graduate and a board advisor to the Dallas FBI Citizens Academy. Rod is also a graduate of the Drug Enforcement Administration (DEA) Citizens Academy. Rod is the co-founder and Chairman of the International Supply Chain Protection Organization and also served on the advisory board to the University of North Texas School of Criminal Justice. In his current role at D&L Protective Services he has direct oversight of executive protection (i.e. company executives, high profile individuals, politicians, pastors, etc.), workplace protection (i.e. terminations, stressful events), investigations, surveillance, security consulting, active aggressor training and other security related elements for multiple companies, schools, houses of worship and organizations.
Hyattye 0. Simmons, Board Advisor, Legal Counsel, Class of 2014
“Mr. Hyattye 0. Simmons has over three decades of legal experience: he is former General Counsel for the Texas Secretary of State and Dallas Area Rapid Transit. In January 2019, Mr. Simmons began serving as the Presiding Judge of Municipal Court for the City of Combine, Texas and as Associate Municipal Judge for the City of Seagoville, Texas (both are Texas cities located approximately 20 miles southeast of Dallas, Texas.). Mr. Simmons’ Pro Bono work includes serving as our General Counsel and two other non-profit corporations He also serves as a Adjunct Professor of Law for UNT Dallas College of Law. Mr. Simmons has received numerous professional honors. He was the 2009 recipient of the Magna Stella Award for excellence in leadership and management for a non-profit or government agency from the Texas General Counsel Forum, a legal association of over 600 general counsels and senior managing counsel. Mr. Simmons is a 1984 graduate of the University of Texas at Austin School of Law. He received his Bachelor of Science in Government from Lamar University, where he completed a 4-year program in 2 1/2 years with High Honors. In 2017 he received the Lamar University Distinguished Alumnus Award.
